Raptor is given for free at Level 10 as a trial or permanently if you own any expansion however Path of Fire is required for masteries. Springer, Skimmer, Jackal are all unlocked exclusively through the Path of Fire expansion and completion of specific hearts in PoF that you'll do through story.
If you're starting with EoD, you can get the Raptor from a heart on the second map. you can also get a springer from the second map too! If you follow the EoD story the raptor and springer mounts will be introduced to you in the second act. If you also have path of Fire, you can get the raptor right at the start of the first act, and the It's not inconstant with other legendaries. You can swap the stats of legendary equipment at any time for free, and transmute their appearance for free, and use them across all your characters at the same time for free, which makes them objectively better than ascended. To get the mount on your account you need to have a lvl 80 character and the path of fire extension. Then you can directly go into the PoF story and get the raptor mount in the first instance. You can then use it on every character on your account regardless of level.
