As you hit 80 and you are beginning to go towards elite specs, doing the hero point challenges throughout your leveling process will help give you a foothold in your journey to unlock the elite spec. With 250 needed for the elite spec, you need five additional HoT hero challenges to fully level your elite spec if you have 100% world completion. HoT hero challenges on the other hand give 10 hero points per challenge, for a total of 400 hero points (as there are 40 hero challenges across the 4 HoT maps).

You can only have one elite specialization in use, but you can switch out which one you are using. There are more than enough skill points in the game to unlock all the elite specializations as in expansion areas a hero points is worth ten points instead of the usual one point in the base game areas. This is normal.

Elite Specializations. They take 250 hero points to fully unlock, but, expansion hero challenges give you 10 hero points per versus 1 point per in central Tyria, so unlocking them is not nearly as daunting as it sounds. I still see HP trains almost nightly in HoT, I'm sure they are as frequent in PoF too.

To unlock all base skills, base specializations (which, together, cost exactly the amount of Hero Points you get by leveling to 80) and the elite specialization (if it stays at the current cost, which I guess it won't) you would need more Hero Points than are currently available in the game.

HoT hero challenges gave 10 points and the elite specs required 400 hero points to complete. (40 challenges x 10 points = 400 points) It got bumped down to 250, pretty much for the reason you stated. Players were upset they couldn't use the elite in the content it was designed for. ^{It's not actually a requirement to get these hero challenges, just a requirement if you want to fully unlock a spec with JUST these hero challenges. To be clear, an entire elite spec takes 400 hero points, full tyria map completion yields ~200, so doing these 20 hero points (20 x 10 = 200) will get you a full elite spec.}
